Organizational Structure
The institute is administrated by a Board of Governors which includes representatives from various Ministries, Development and other Organizations concerned with the development of the rural and agrarian sectors in the country. The Secretary of the Ministry of Agriculture serves as the Chairman of the Board. The Board of Governors is responsible for overall policy matters of the institute. The Director acts as the Chief Executive Officer (CEO) of the Institute. The Deputy Director (Research) and the Registrar assist the Director to manage research and training activities and administrative work respectively.
The work of the Institute is organized under three Research Divisions, Data Management Division, Education and Training Division, Information and Communication Division and the Administration Division. The research divisions of the Institute are;
The research, education and training and communication activities are organized under these divisions based on current areas of interest. However, the multi-disciplinary research teams selected from various divisions carry out most of the research and training work.

Overview
At a time when the attention of the scientific community was focused on technological advances in agriculture based primarily on the development of high yielding varieties, it came to be perceived that social, economic and institutional factors required equal attention if such technological advances were to serve farmers and consumers alike over the long term. The HARTI was established in order to generate a range of policy analysis that would cover those key determinants of human and resource development in the agrarian sector. The institute was established in 1972 as a statutory board in collaboration with the UNDP/FAO, which functions under the Ministry of Agriculture.

The name of the Institute was changed as Hector Kobbekaduwa Agrarian Research and Training Institute in February 1995.
